Boka K. Rochill is an urban policy analyst, civil engineer, and Indigenous youth leader from Dimapur, Nagaland, working at the intersection of climate governance, urban resilience, and regenerative systems. With a Master’s in Urban Policy & Governance from TISS Mumbai, he brings a systems-thinking approach to reimagining sustainable cities. He has worked with IPE Global and ADB–NIUA, where he contributed to innovative policy tools like the ‘Green Cess Fee’ for climate-responsive municipal finance in hill cities.
As an NYCC Climate Champion from Nagaland, Boka led the Greening Dimapur Project, co-creating a community-driven Climate Action Plan rooted in indigenous knowledge and nature-based solutions. He mobilized over 580 youth and engaged 780+ community members through initiatives like Run4Green and Hack4Clean Air, fostering collaboration between citizens, municipal bodies, and civil society. He also represented NYCC at the 9th APAN Forum in Bangkok, Thailand and continues to advocate for inclusive, justice-oriented climate action in frontier towns.
Currently with IPE Global Limited, Rochill supports government-led disaster risk reduction and resilience planning at the subnational level, advancing locally grounded approaches to climate resilience. He is also 1 of 15 Indian delegates selected for the Australia India Youth Dialogue 2026, where he will engage with emerging leaders on how AI is reshaping leadership, collaboration, and decision-making across complex systems.
